Whether something is low-power really depends on your perspective. When I talked to a professor from a different working group last week we first needed to see what we each talk about when we mean a low-power device. For the group I'm current still working at, a 64 MHz Cortex-M4 microcontroller with 256 KB RAM and 1 MB flash is low-power. For him and his group this is a high-power device. But he's working in intermittent computing and there energy is even more scarce than on battery-powered devices.
